Chris Snyder was already signed and dropped (12/28) by St.Louis this winter, Johnson just dropped by Philly (2/16), should both be OK for St. Louis to sign now?
Or, if their projections were not posted, do they have to go through ZiPS claims?
I see no signing activity with Jose Ascanio & Justin Germano, and I don't see where their projections have been posted before today. If that's the case, should they go through ZiPS claims?

Now, for the Padres 2 cents, Snyder & Johnson were know commodities so the Cardinals should be allowed to sign them now.
I can understand if teams wanted Ascanio & Germano to go through ZiPS claims if their projections were not posted.

Johnson was in the Rays' release -- he just moved to ChiSox, which plays more to his strengths. He'd seem to be a guy I could sign w/o controversy.
None of Snyder, Ascanio or German received projections prior to the spreadsheet. If someone wants to put in ZiPS claims for any of them, I'm cool w/ that. I'd put in a claim on them as well. I'll sit back and go w/ the flow. These are all last guy on the staff/25th man type guys, so it's not that high of stakes one way or the other.
