In November 2010, DePaula agreed to a $500,000 deal with the Yankees, with the contract contingent upon DePaula receiving his visa, which given his history meant more than the standard red tape. DePaula remained in limbo for 16 months. He worked out at the Yankees academy in the Dominican Republic, but he was not allowed to travel to the United States and could not pitch in official games.
If the contract does get finalized, it's not yet known where the Yankees plan to send DePaula, though given his combination of stuff and polish, like Martinez, he figures to move quickly.
It's clear that this is a 2012 signing, since it's just being "finalized" now. Otherwise, he would have been allowed to play in the DSL in 2011.

Fair enough for right now as the official signing date has not been made public. Since he's likely to start stateside in a month or so, if his signing date on MiLB is 11/2010 I reserve the rights of this signing and will leave a roster slot open until then.

I don't see the problem with this signing, but that's just me. I think all of these protracted signings are in a grey area. I know I was considering DePaula too when I saw the video and status update. The 2012 class of international free agents will be much more defined because of the new CBA.
