I thought the status quo was that they were legal. I see there being the question of whether or not we want to change that, and then the follow-up of whether or not that change is retroactive, which could void this transaction, but I figure there's no sense in letting someone else put in the claim and potentially get him.
The extra wrinkle here is that Heredia HAS already signed (as I currently understand it), so I don't risk losing the rights on first pitch.

I guess that's the other question, when is a player "signed". When it is reported on Twitter? Or when the team officially announces it? Last I saw from Seattle Times on Feb. 23:
"The deal has yet to be finalized since Heredia must to still complete and pass a required physical. There is also a large amount of documentation in the process because of Heredia’s background and defection from Cuba. The hope is that he can arrive in camp in the next three to four days and begin working out."
So does that mean you are "first in line" when he does sign? Or you aren't in line at all?

Under the current rules (and anyone can feel to correct me if I'm wrong on any of this), a team can sign a player regardless of whether or not the player has signed.
So, Yulieski Gourriel can be signed even though there's no indication he's especially close to signing with any team. Lazaro Armenteros was eligible to be drafted (and was by Baltimore) even though he's not especially close to signing anywhere. If opening day arrives and these players haven't officially signed with a team, their rights are forfeited and they go back into the next draft.
In this example, if Armenteros signs with a team the week after the season starts, the O's lose his rights and are not compensated for their lost draft pick. Armenteros is probably a first round pick in our draft next year, so Baltimore figures it's worth the risk of losing his 4th rounder this year to maybe get first round value.
The 2nd part of this is a pretty good question. When exactly is a player considered signed? The Seattle Times is reporting the details of Heredia's contract (it's a major league deal, it's worth $500,000, etc) but he needs to pass his physical. They've invited him to camp, so this all feels like technicalities at this point, but I also thought Dexter Fowler was an Oriole last night, and he's a Cub today. In my opinion, he's signed when the team announces he's signed. So, at this exact second Heredia isn't signed, and I'm speculating that he will be before opening day.
In any case, unless there's something about this I'm confused on, the signing can be processed now. If it somehow takes more than 5 weeks for Heredia to take his physical, and the signing isn't offical until after the start of the MLB regular season, Heredia would come off my roster (regardless of whether or not he has a sim) and be available to everyone in next year's draft.

Our conversation from a couple of weeks ago is still sort of open. There was a split in understanding on the league rules and no official amendment. As-of right now - Colorado's signing appears valid as there's no rule against it yet.
