Whats the deal with Independent League players, do they have to be drafted or can they be signed?
If signable, sign and create 2B Omar Artsen. Will give his bio if able to be signed.

It's an interesting question - typically, if they had been drafted by a MLB at any point (that wasn't this past draft) then they are eligible to be signed ala guys who went to Japan and came back.
If they have never been affiliated with an MLB team before - the must be drafted and treated like any foreign free agent ala Tanaka, Puig, etc.
