I thought as long as he signed before the first pitch, he was considered a FA??? I've seen other guys get signed that were in similar situations...

The deadline in past years has been the first pitch of the regular season. Draftees of the most recent draft and free agent signings since that draft must sign a contract prior to first pitch or be released. But, I'm pretty sure we argue about it every year. Yes, if he was drafted by you, you could keep him with hopes that he signs prior to the 1st pitch of the season. However, if a undrafted player signs prior to the start of the season, then said player is eligible for the next years draft.

Here's my understanding of the rule.
Any player--regardless of current MLB status--can be drafted. If the player goes undrafted, he's eligible to be signed to a BCMBL Club. If the player is not signed to an MLB contract prior to the first pitch of the regular season, the rights are voided, and the player goes into the draft pool for the following season.
In practice: 1. Baltimore selects Lazaro Armenteros in round 4 of 2015 draft. He doesn't sign until July 2016 (after first pitch). Baltimore loses his rights and he re-enters the draft pool (and goes to Cleveland in round 2).
2. Seattle attempts to sign Yullieski Gurriel on Feb. 8, 2016. He doesn't sign until July 2016. Seattle loses his rights nd he re-enters the draft pool (and goes to Boston in round 2)
3. Colorado attempts to sign Guillermo Heredia on Feb. 23, 2016. He signs on March 1, 2016 (before first pitch). Colorado retains his rights (and probably platoons in left this year for my terrible team).

Hahaha, it looks like according to this thread and the one last year half the league thinks one thing and the other thinks something else. Can we bring this to a vote or a definitive answer by admins?

Rockies are correct in this instance - Osvaldo was technically draft eligible. He wasn't drafted, making him an undrafted free agent. Any draft eligible player has until the first pitch of MLB season so sign with a MLB team or their rights are forfeited and they become eligible for the following years draft.
As Ryan pointed out - we went through this last year with Lazaro & Guerriel. That being said - if the majority of the league wants to handle these players a different way - we can certainly discuss/vote.
